why do you miss out on the key point........'house' and 'proprietary' accounts do not report short positions.

Also one can SHORT stocks like hell...even if you cannot locate shares but you would need to back it up with CAPITAL. There are lot of firms (B/Ds) that do this. Bottom line...one can SHORT either against borrowed SHARES or provide abundant CAPITAL!!!
