No, the Nigerians aren't concerned about XI. The delay with what's going on in Nigeria is primarily two things: 1). Too many people involved and no leader to get them all together to make a decision (I think this might actually be taken care of now); 2). Everyone in Nigeria is so concerned about being thought of as being corrupt that they tend to be overly cautious about everything they do. I can't even begin to tell you how many times I've heard, "We have to be careful in how we (insert theme of the day here) so our actions aren't perceived as inappropriate." For over three months I had put in the only proposal to the lenders to take over XN and the answer I got more often than I care to admit is "We only have one proposal and if we accept it, it'll look like we didn't do things properly..."

XI means nothing to XN

XN means everything to XI

Tying them back together is what's going to be tricky, but doable...
