no not necessarily, he probably just doesn't know the difference between a public float and an outstanding share total...

one nice thing about a small public float is that its a lot less likely to experience a reverse split. a float this small is more likely to experience a forward split, to enhance liquidity...
so I'm not so worried about the RS issues at this point, they can't afford for the float to be any smaller than this. dilution is always an issue on the OTC, but I just can't see any evidence of it thus far in the volume data.
