In my humble opinion, IH should scrap the PM system


and tie in a 3rd party IM system, thus mooting this whole discussion and absolving IH from liabilities.

Just like anything else, it only takes a few bad apples to abuse an otherwise great tool. Current PM system could be used between users and Admin only.

Right, exactly. That's how you know it is a bad rule, because it is impossible to define appropriate exceptions.
