I think what happens is a stock has a reverse split in the past, this one in 2007 I think it was, it gets flagged at the broker, because they need to update the share structure, and then they never do it. they worry about letting someone sell too many shares, when a reverse split hasn't been accounted for properly, and then accounts ending up being short. so they just flag the ticker... and make you call it in. it happens all the time. every week I run into tickers like that...
