Rumor has it that the deal betweeen PSNH and Laidlaw is a very lucrative one for Laidlaw and insulates Laidlaw from higher priced wood. Unfortuanely nobody has seen the PPA so nobody really knows the truth. I believe the PPA has to be approved by the PUC so we should be able to see it eventually (I hope). I would also think that the EFSEC committee will want to see the PPA in order to verify that the plant is economically viable.
