Why do people keep referring to Roth posting bids?

Correct me if I'm wrong, but Roth and the other names listed on the board are Market Makers, buying and selling shares for others. If it makes you feel any better, I could find out which firms Roth is a Market Maker for, open an account with them, and tell my FA to put in a bid for EGMI for 10 dollars....what the hell are you talking about??
