here the market would have to decide, how much discount
one would give on the stock for not knowing what the fine would be.



On the other hand, if M&M decide to take on the fine personally then the company is scott free and valuations would be more deterministic. Getting back to OTCBB is what M&M want and they want FINRA's consent on this matter. All's well that ends well!
