I have dealt with LA county water board, the state environment dept and they are all pompus a$$ in my opinion. They constantly overstate their position while telling you California State environmental regs will be nationwide one day. The berms and plastic will put them in compliance with most California water board and deq regs. Now my question is, is it the right type of plastic because thats the kind of crap california nail you on.
