No a filing is not a PR a PR often will accompany a filing. The confusion here is that OWVI PR'd Monday and released the filing on Thursday there was no PR that coincided with the filing therefore we will not see any news on those main outlets. If and when the news does get out to people we may see a slow steady rise in share price but it's going to be a lot slower than if we had shotgun blasted another PR out everywhere.
