It looks like you need a prudent Operator to get the job done. I will post this procedure that should have been used on the Eberle well, this is Standard Oilfield Practice and there would be no excuses for not getting the job done. You just tossed money out the window by doing it their way.
1. Move in & Rig Up Workover rig, pump, tank with 200 BBLS 10# brine water.
2. Bleed well down, RU and pump Brine down tubing to kill well.
3. Unseat packer, let well equalize, circulate entire hole volume with brine. RU BOP.
4. Pull out of hole with tubing and packer.
5. Go back in hole with Bull plug, 2 joints mud anchor, 3 or 4 foot perf sub, seating nipple, tubing anchor and tubing. Set SN 100' + or - of top perforations. Set tubing anchor with 10,000 tension. RD BOP
6. Run in hole with 1 1/4/ insert rod pump, rods and polish rod. Space out 18" off of bottom. Check pump action with rig, Rig down and move out workover rig.
7. Set D160 Pumping unit, set at 8 SPM. Put well to pump.
Entire cost of job, utilizing what you had out there.
