IMO sales are not being restricted just the importation of them in customs if they happen to catch it as it passes through and only a minority is caught. I've ordered things directly from China in the last 3 months and nothing I ordered has been held up.

The online stores that get product through without it being detained seem to be selling what they get but I'd assume they run a higher risk then a personal order like mine of being caught in customs due to the size of the orders. I assume some smaller sales outlets would not want to take some of the financial risks associated with the product being detained and may hold off on future orders but the bigger ones seem to be doing okay with stock.
