Level 2, in my opinion can give a snapshot at any time the "depth" of buyers versus sellers. However, this can change so fast, and there are times that there is manipulation from the Market Makers. Overall, I don't make any trades without looking at real time Level 2 quotes. It does not show quantity of buyers / sellers, just the depth of bid and ask prices.
