My thought is that the more BEHL & RWE commingle their technology the more likely it is that something other than a joint venture is created. Once BEHL upgrades to BB and the PPS stabilizes in the 2nd quarter and after the more appealing it will be to RWE and BEHL to just tie the knot. Just my opinion but merging is how upstart emerging technology companies grow.
