I believe it is simply NEOM has not proven itself/the IP. If they were able to do this, and have yet to this point, then they may get interest and some possible suitors, but at this point most folks in the mobile marketing/1D/2D space are spending more time working thier own issues/projects and other avenues wheich do not involve the patent/IP.
