Its because "float" is an imaginary number unless your dealing with known "restricted" shares.

If there are no restricted shares than the OS is the float. How many share holders are willing to sell their shares changes every minute by PPS.

You also have MMs tradeing short with barrowed shares. This will very easily raise volume beyond what you might consider to be the float.
