here is something that I've certainly learned from ( for many other plays on OTC BB and Pinks) :

"....restricted means nothing. Pinky crooks deposit their free restricted shares with a 'friendly' broker and then sell short 'against the box' (legal). They short at the top of any fantasy pump....collect the cash from the sales....then ride the stock down to no-bid....eventually covering the short position with .0001 stock (the original shares on deposit)."
