I believe when shares are dried up it means that really all the shares are bought up by investors, if no investors want to sell, then the demand from any buyers will rise up significantly because they want in. Now the buyers can actually raise their bid more to the sellers point of selling and since now shares are really hard to come by, the backlog of buyers that will come in will even raise higher. So now it is basically a battle between the buyers.

Someone please correct me if I'm wrong.

All I know is that when shares are dried up, it's really a good thing for those who have shares of that particular stock.
