It would seem that BEHL and RWE are setting up the first licensee for their combined product, to be able to demonstrate revenue potential in a live environment. Doing so would be an invaluable tool when selling licenses to other businesses.
Dennis has said that he wouldn't begin selling the PBRs until he had version 3 set up, so he could prove its worth in a full scale environment. If that's his MO, then it stands to reason that he's doing the same with licensing agreements. Now that it is signed, and revenues are coming in, he can use those numbers to sell to future licensees.
He'll be able to demonstrate with real examples that the customer-ready PBRs can produce, and the licensees can profit.
The business is taking a very logical path to profit - my opinion is that the share price will follow.
