I assume they are talking about Fuel Frontiers Inc. in the 25 January 2010 article below.

"And Frontiers Inc. is planning a $350 million coal-to-diesel facility in Muhlenberg County that would employ 200 people.
Another 400 jobs, county officials say, would be created in the coal mining industry because of the plant.
"Gasification is the future for Muhlenberg County coal," Logsdon said. "We feel like there's a pretty good chance of them happening. Construction could still begin this year and they could be operational by 2014. It's still very possible.""
