I'll take a shot at explaining the painfully obvious one more time, If the Broker puts your buy through, and shares are not delivered, the broker is responsible to produce your shares or your money, meaning if shares never get delivered, the Broker loses, unless/until they take legal action elsewhere. For those who can't see the risk to the Broker, Then maybe trading marbles or baseball cards would be a more suitable endeavor.
