I actually called E-Trade and questioned the fact that I had a buy order in for two days at .0004 and the stock had traded at that price for the majority of those two days. The first question " was it an OTC stock " , when I said yes they explained that the MM'S are normally the only ones that can buy at the bid and sell at the ask when a stock trades in a channel like this one has. He also said that normally this only happens on OTC stocks and this practice isn't allowed on the big boards.
