My understanding, based on discussions with Etrade is...The DTC has suspended all electronic settlements on this stock, not the SEC. Those shares sold before the DTC acton will be honored and allowed to settle. The suspension by the DTC came as a result of the SEC lawsuit. It is possible to sell them if you can find a broker to take your shares, sell them and settle the old fashion way by paper routing. It can be done. Sucks to get caught-up in this mess....
