Over manipulation by the company with the number of shares and the typical Price run and shares are not being cleared in the 3 day requirements by the MMs. ST will lose money on the trades and not worth it to then. Doesn't mean a Zeeco or tdwaterhous won't make the trade.
ST expect the cash in hand and piss on that 3 day requirement. They know the deal better than most. A trade should take a fraction of a nano seconb to execute with a transfeer of funds just as quick.
The MM again are selling shares they don't physicaly have in hand and were issuing IOUs of the sort and will dig up cheaper ones in a few days.
If you like to flip in and out a few times a day wit ST and they don't get the shares quick, they can the stock.

I hate ST with a deep passion, but they are like the canarry in the mine to me and really love em. Been with them over 10 years now.
