You have taken a pretty liberal interpretation of a law created to primarily protect the media/authors. I don't think message board posters were on the minds of the authors of said bill....again, hang your hat on it if you so choose, but you're wrong. Not to mention your referenced article cites the potential unconstitutionality of the law. And he does not have to come here to collect....he hires people to do that, Marshals of the jurisdiction for example.
