Steve, my thinking is this:

BEHL has the parts on the way (the additional turns & tubing) or in house already (the 24). They (BEHL) have monies in escrow for additional parts. Therefore, the new PBR is already paid for. By BEHL monies.

If what people are looking for is whether or not BEHL made money off a PBR sale to RWE, they'll have to wait for the financials to be audited as they don't trust DF anyways. It may be a simple arrangement as deducting the cost of the setup and parts from RWE's cut or some other arrangement. But I would believe that even Rick, who is very candid about his company, would not disclose that.
