I think you hit the nail on the head LT. If we consider that DF's primary focus has historically been on nutrition, it's easy to understand why he wouldn't have applied for gov't funding in the past.

Now enter RWE, who seems to have more focus on algae for fuel than BEHL right now. With the RWE joint venture now in play, coupled with RWE's heightened focus on fuel, a joint application would seem to be more relevant today than it had in the past.
