Wrong....an insider is not only a person who holds more than 10% but is also any officer or director. David Williams is a Director last I checked and he traded on info that he was privy to! How can David Williams contact certain shareholders about investing in the legal fund and not others. I have heard this from other large shareholders I have spoke to that have been contacted by him. The board needs to file proper notification with the SEC if they are raising funds.
