I believe it means a vote to rescind the non-dilution policy to

accomodate the merger or....
merger may not happen? That's what I get out of it.

Anyway, if they do dilute again, this will only make the
company financially stable in the long run and not subject
to acquisition, etc...

I'm in for the long haul :)
