Eligibility: I'd suggest all stocks that are subject of this board, as specified by CSP in the rules etc.

Who can vote: I think anyone, incl. those that are mostly only lurking. Excluding newly created accounts, the account age is on the profile. This is certainly not Yahoo where most people seem to have a dozen aliases but with the growing popularity of this board you never know. Maybe an account age of 3 months minimum?

Voting Interval: I believe CSP posted the consensus is quarterly after earnings and this also makes the most sense to me.

Technical stuff: To make it easier to harvest the votes, whoever collects them could make a sticky and votes are posted as a reply to this sticky only.
