I had the same problem this morning with Scottrade; had to call it in to place the order. There response was due to the recent high volume, it is a protective measure to protect the client. I believe it is a checks and balance measure to protect the brokerage to make sure they can actually obtain the shares in T+3 if they were to fill the order without having any real shares available on hand.
