More like...expect a great deal of buying...plenty of volume...a fairly tight spread...and quite a steady increase in price Thursday and Friday....IMO!

Why would they put an exact date down to the exact time of the halt/suspension to being lifted?

"Because they always do. However, USCA will be reopening on the eleventh, not the tenth. And it'll open on the Grey Market, so expect a great deal of volatility and an enormous spread."
