Getting a licensing agreement is fine. Question is what Tom is doing with all the money he got from selling 2-3B stocks. That can be anywhere btwn 1 to 1.5 Million.

It would be better if he utilises existing $$ to procure business in Montana where he has existing license.

I seriously doubt getting licenses in legalised states will not help to increase POS. company needs revenues to be generated of atleast 1 location/state.
