Sissy, I will use my 1 post a day to answer your question. #1 there is already a system in place for large trucks to pay an apportioned tax to each state they travel and has been for many years. You will notice most states have adopted an electronic on the fly weighing of 18 wheelers that also collects the information of each truck that passes thru the syestem.
#2 Several states are looking at an electronic means of monoriting even the automobiles and charging a per mile charge for each. This coming about from increased fuel economy and less tax revenue from the fuel pump and also cars powered by electricity, compressed air, natural gas, and the many other new technologies in the works.
