I had a talk with an attorney in Mass. re the filing by LLEG for permit to build the 70 megawatt Biomass power plant in Berlin and my concern that their application set 2014 as completion date. He laughed and said he had filed similar permits for various other projects in Mass. He asked me if I had heard of Murphy's law. I had but to make sure I googled and it reads "humorous axiom stating that anything that can go wrong will go wrong He then explained that when filing for a permit and fixing an estimated time of completion ,it is routine to add extra time to cover unexpected delays. The reason being that should a project NOT BE COMPLETED by the stated date, the governing body can order a stop to all construction and a refiling for a permit extension that could take months to be granted [or NOT granted at all].This could cause a major stress on financing to completion even if the extension was granted The 3 year difference from 2011 to 2014 in his mind was not unusual at all. This certainly made sense to me and just illustrates to me that management have experienced people draw up their applications.
