Even failed terror attempts are successful in the eyes of such people, because of the fear of attack it instills in the general public, along with the time and money it costs nations to keep looking for potential threats. They like to call it "Keeping us Busy", or as I see it, they are amused at the amount of time and money we will spend looking for terror plots that aren't going to happen. The US needs to be carefull with deficit spending, on many levels. It was bankruptcy that ultimately took down the Soviet Union. The terrorists know this. At least Identa is an economicial tool that can help.
