Are you saying that this statement from the most recent quarterly report dated 11/9/2009 is no longer accurate as your posted Q is dated 11/16/2009? Is that correct? And exactly how or who said this? What "source"?

"... Construction of the new 40-mile pipeline and interconnecting lines into the Haynesville Shale in East Texas and North West Louisiana is on budget and on schedule for completion by early 2010 with revenues from the pipeline beginning this year... "

How much more clear can they be in this quarterly report - "on budget AND on schedule"?

Unless you can explain this in a manner that is crystal clear for the entire forum then I can only conclude that a negative motive lives inside of you.
