Market makers buy shares from sellers and sell shares to buyers. They are also aware of information that is going to be released to the public ahead of time. If they drive the price down and buy up shares from people selling at .25, stockpile them while waiting for the PR, they can sell those shares for .30+ and make a larger profit than they would in a normal penny or two penny spread.
