Hey simp, the way Im reading this, the funding is for rehabilition and not renovations, also, they created 5 new jobs in 2000 just for the study that was done in 2000, not the actual project, the project just started in 2009...

Following an international call for tenders, the Moroccan Ministry of Capital Programs has selected Progestic International of Ottawa, Ontario, and the Laboratoire Public d'Essais et d'Études (LPEE) to conduct a study, funded by the World Bank, on the design and establishment of a building heritage management system for the ministries of National Education, Secondary and Technical Education, Advanced Education and Health. This $514 000 study, which will create five jobs in Ontario, is the first phase in the establishment of a system for ensuring the maintenance of the various buildings of these ministries (approximately 20 000 structures). All the maintenance work and the World Bank financing for this purpose could amount to more than $100 million. Progestic and the LPEE have signed a partnership agreement to carry out the study."

Again this was back in 2000 and just for the study, we already got paid for that.

And now what we get yesterday ...

"The Rationalization of Building Assets Management Project is an initiative with a budget of $100 million US. The project will rehabilitate numerous buildings and will also serve to implement a new maintenance management framework ensuring that adequate maintenance is performed on the whole portfolio of buildings.
Spearhead formally Progestic International and our partnered firm designed a Building Maintenance Framework and System for the Government of Morocco. Spearhead assumed the responsibility for all organizational development, building maintenance management and management information systems components of the project."

To me, it looks like this is all about upgrating IT, wires, computers, networks, etc...

And yes, 100 million is $5000.00 per building, I dont think it would cost $5000.00 per building to physically renovate the buildings, Im sure its all have to do with "IT stuff"

Even if we get $1000.00 per building for IT work, thats 20 million $ of revenues!

Just thinking out loud here guys, what do you think ?
