Here is an excerpt from TDA's response to my asking them why their site shows 507.5M outstanding shares of EXPH:

"Thank you for contacting TD Ameritrade. I apologize for the inconvenience you are experiencing. Again, I must emphasize the fact that this stock is a Pink Sheet stock. The information that is made available to our quote provider is not regulated. Being that there is no regulation on this information it is difficult for us to get accurate information. Each source that I have checked has different information regarding this stock. I have, however, submitted another work ticket to see if we can try to get this issue resolved."

This may or may not have anything to do with them not letting buys in the stock, but it may provide a piece of the puzzle.
