Becaue mm's are traders, They make money on the spread. The more shares they can buy the more money they make in the spread. If they buy 1 million at .07 and sell at .08 they make a penny. If they buy the same amount of shares at .20 and sell at .21 it costs them over three times as much to make the same amount.
