Fraud is probably more prevalent in the U.S. than in China. Most everything in China is COD and sealed with a hand shake. Under out system that can sometimes be looked at as fraud.. but is it really?

In the U.S. everything is diluted under a mass of regulation and loop holes. Where in some cases fraud can be made legit and go unnoticed or completely hidden.

Really, under U.S. GAAP.. it's about the opinon of the Auditor. You shop long enough and offer up enough money, you can get the opinon your looking for in the U.S. market.
