This is just a penny stock that has trouble turning a profit and like the rest they sell shares to offset the losses as much as possible in hopes of becoming profitable one day!

When a CEO is offered a certain salary per year and the company doesn't make a profit in order to pay him his fair due, then you can expect them to sell shares in order to pay him his salary, thats just the way it works!
