I believe it is the contrapositive: The FTC insisted that Intel, as a condition of settlement, write a compiler for AMD and Via. When Intel refused, the FTC filed the lawsuit.



Unbelievable if true.



Unbelievably risky for Intel, since "writing a compiler for AMD and Via" is as simple as eliminating the CPUID check from ICC.
