They have already addressed this. Let's just say that I own a corner gas station that I am activly trying to sell and not currently operating. Since I'm not operating the gas station, why would I care about licensing it with the State as an ongoing working business? I wouldn't. Similarly FFGO has stated that they are not currently working those mines. They are trying to unload them. What's so hard for you knuckleheads to understand about that. It's really not that difficult a concept if you'd just put on your little pointed thinking caps for a moment.
