Maybe you should provide the entire quote, instead of clipping off the end:

"Furthermore, the state Department of Energy Resources has suspended all consideration of new biomass power for participation in the state’s renewable portfolio standard (RPS) program until the study is concluded."

This is NOT a moratorium on biomass in Massachusetts. It is a one-year suspension of RECs given to producers of biomass energy.

In short, LLEG may pursue its Massachusetts projects, but REC revenues are now in doubt. To be sure, this suspension of RECs could impair LLEG's ability to get funding for its MA projects. If, after the one-year review, the Commonwealth, in its wisdom, decides not to award RECs for biomass energy in the future, that would clearly reduce the potential profitability of LLEG's enterprises in MA. According to my calculations, LLEG did not need the RECs to be profitable in Berlin, but they sure helped in a big way.
