LLFH Uplisting - announced they were going to AMEX then they recanted and said we need to hand in our 10-K first before uplisting. They then did hand in 10-K then they didn't uplist.

Now, they are trying to uplist to NASDAQ, to be honest it looks like they've been forced into it rather than chosen it. The best interpretation I can make of the events is they've made a hash of uplisting.

What reasons might stop a company that otherwise qualifies from uplisting?
