Entities that signed the Kyoto agreement are obligated to comply by 2012, if they have not met there reduction requirements they are obligated to buy credits, having said this, copenhagen does not affect the current kyoto carbon agreement obligations when it comes to these entities buying credits to comply with agreed upon kyoto emmesion reductions.
