They just keep funding it because it creates public jobs and they don't want to admit they were wrong. It would be nice if they put that much focus into something constructive. Give funding to clinics helping addiction etc, etc. Help people quit and get off drugs. I guess I'm just a genius because our govt. can't figure it out and I know they all graduated from an Ivy League college
