Why would they? Does the World Bank produce CO2? (NOT hot air...we know they do THAT). That would be a speculative buy and not in their charter, I think.

Better we have somebody bidding on it that REALLY NEEDS it to reduce their carbon footprint...better-two or three companies that really need it!!
